Tokai and Silvermine to remain closed to the public

By Press Office · 762 comments

In the interest of public safety, as well as for the protection of the environmental integrity of the Silvermine and Tokai sections of Table Mountain National Park (TMNP), park management decided that these two areas will remain closed to the public until further notice.

TMNP management understands that users are eager to access these areas, however they remain very sensitive and unsafe, and public use of these areas are off limits due to:

  • Smouldering and burning vegetation still needs to be extinguished and flare ups will occur as stumps and roots burn.
  • Standing trees that have been burnt or damaged by the fire are extremely dangerous as they continue to come down in the area.
  • Recently burnt veld (as well as adjacent areas) is hazardous as the fire will have burnt roots underground and foot falls may cause serious injuries.
  • Unstable slopes may result in rock falls
  • Winds and rain may exacerbate the danger with respect to falling trees, branches, rock falls and mudslides
  • Hazardous clear-felling operations of the burnt plantation trees are underway by Cape Pine
  • Disturbance to surviving animals
  • Burnt areas are sensitive as windblown seeds can be damaged and the first emerging plants can be killed by accidental trampling
  • Disturbance to sensitive erodible soils

The closure of the burnt areas will be continually assessed and reopening will only be considered once all safety and environmental issues have been addressed. For some areas this may take between six to twenty four months.

TMNP management and staff would like to assure the public that their focus is to secure the areas for the public’s safety and to as quickly as possible rehabilitate the affected sites for future use.

Please assist us by being patient and please remain out of all burnt areas while mother nature heals herself.

I could be wrong but I'm sure you showed interest at one point on getting involved?

Yep, Riyadh has indeed been heavily interested, but health & travel / work & family have kept him away for the most part. I've promised that I'll keep him informed as to when work starts up again though.

That will help, thanks. I totally understand that not everyone has the will or time to go to FB or twitter but we also have to choose what is the most effective tool for communication with the widest reach.

Remember, I was with you when the plan for more effective & far reaching media engagement was penned....

There was, but delays with cutting by the contractors have put us on the back foot for the moment. We have a plan B, which has been accepted by the other parties (horsies etc) and is just waiting for pen to be put to paper. Deon knows a shedload more than I about this, so I'll leave him to comment on the latest developments.

A quick summary:

  • We hoped for pine logging to be compete in March and Gums in July. This did not happen despite trying to keep the contractors to their word. Gums particularly are a problem as they block mountain bike access along approved routes. Level 5 access from Silvermine is also a risk as the trees on the higher slopes are dead and continue to fall.
  • I have presented a temp route to the horse riders and submitted a formal request seeking approval to circumvent the Gum through their area and await their word.
  • As part of the proposed early access, we as a mountain bike group need to indemnify SANParks against injury. This has been submitted through Amarider and we now await response from SANParks' legal team. The SANParks risk assessors have read through the document and are happy with the contents in principle.

It is important to stress that TokaiMTB has had the support from SANParks Tokai management to explore all options from the start.

Ok so basically waiting on indemnity from Sanparks to open a temp route.

All the options we can influence and all the work we have control over is done.

Just picked up the tail end of the treads, but Silvermine is open to riding.

Did the loop yesterday and saw a few riders on the route.

Entry is R70 at the gate.

They didn't stop me so i take it they are open for business.

Yes it is.

You are supposed to go anti clockwise (ie from the dam you go towards the mast on the tar switchbacks)

some people don't seem to know that, or care.

You're also not supposed to go on the routes that have clear NO MTB signs on them.

some people don't seem to know that, or care.

You can also start at the norrdhoek side of ou kaaps, and come up the ou wapad.

oh and you're DEFINITELY not allowed to ride on silvermine east...found this on a hiking trail the other day above the sunbird centre. chops.

Seems my work is not done yet. Just got instruction from SANParks to start planning the preventative measures needed to keep riders out of the out-of-bounds areas. Sounds like a lot of work judging the pic above. :(

Will be meeting with various managers on Thursday morning..

Happy to show you where I've seen tyre tracks.

Because if i've seen tyre tracks, the rangers definitely have. Saw the other day that they have pulled a whole bunch of branches across the one hiking trail that is being used by bikers.

Good Luck Deon - and thanks again.

The best way to keep riders out of areas that they should not be is to provide them with alternatives - opening up sections should help a great deal.

Ran into a few sets of tracks last weekend on the hiking trail branching off the dam loop clearly marked 'no bikes beyond this point'.. The tracks went all the way from the main loop just below the Noordhoek peak lookout all the way past Bokkop and back over the concrete bridge to Ou Kaapse.....

Guys taking huge chances... I hope they get caught... Clowns

I don't know how many names are on that rogue rider database yet but I can tell you that there will be three (that I know of) names added to the list quite soon.

The S'mine East issue of rogue riding has been mentioned before, every meeting is usually preceded with a moan. The new Senior Section Ranger will certainly not take it lightly. She is now in charge of Silvermine and Tokai and having come from law enforcement, nowhere in her job description or the EMP does it say she needs to make life easy for us. I'll eventually stop defending people's behaviour if their actions threaten to make life difficult for those abiding by the rules. With al the new trails coming online, it'll be hard to find excuses.

That sounds like positive progress!! Good luck and cannot wait for the final outcome.

My excuse of riding more often when TokaI opens again is wearing thin.

For now I would be super happy with a link from Silvermine to Tokai.

Went for a ride yesterday up Ou Wapad, down Ou Kaapse, all the greenbelts to Rhodes Drive, back up Ou Kaapse, around Noordhoek Peak and Ou Wapad down.  All great except Ou Kaapse.  Going down isn't too bad as you're pretty much at traffic speed, but going up sucks.  Really really sucks.  A nice off road link would really make it a good ride.

How about a hefty fine and having your bike impounded for 6 months. No bike = no more repeat offenses.

Ummm. That is going to be a problem... The link may need to stay closed for some time longer until Parks can get the trees above level 5 cleared. Working for Water (EPWP labour) are having *national* issues and as such, the high altitude teams have stopped working until the problems can be resolved.

A few guys who wrote out their own permission slips went riding the route recently and discovered just before receiving fines that the BS was in fact not BS, there really are trees there and they really are falling. They pondered the issue amongst themselves and came up with the "brilliant" idea that the public should pay for the tree removal estimated to be around 150-180k.

Of course this does not make any sense, making the public pay such a large amount for a reward of nothing more than 5 months access, so I have suggested that the level 4 and 5 remain closed until the full opening/or until the trees are removed. Tokai management agrees that any money raised should be directed to the trails directly, and there will be a project coming up very shortly where we need to raise a similar amount to pay for a very nice process.

Just to be clear.. TokaiMTB does not take fundraising lightly. It is for this reason that we have limited public support to the absolute essentials over the years, saving funding drives to when we have a confirmed and worthy cause where we can finally improve the network of trails from a Park's approved plan. In short, we don't want to waste anyone's money on fluff.

Sorry about the Silvermine access thing.. we really have looked at all options.

Great news!  "very shortly" for a regular person or "very shortly" from a national parks board perspective?  These are two very different things!   :whistling:

that's one of them. that would actually make sense to be a mtb track. it's a link from the dam to ou wapad, and isn't used that much by hikers. currently the option is to go onto the tar road (or down the river trail which is used a lot by hikers- ja seen tracks there too, not rideable in most places).

BUT since it's clearly marked No Cycling riding it diminishes any chance of actually getting it open.
